CHINA LAUNDERS MONEY FROM HAMAS

FROM THE - JOURNALS of Monte Friesner – Criminal & Intelligence Analyst and Consulaire for WANTED SA ~ Contributed & Written by Kenneth Rijock

HAMAS MONEY LAUNDERER USED BANKS IN CHINA

Buried in Middle East news this week is the story of the arrest of a West Bank Palestinian money launderer who made illicit payments to Hamas operatives, some of whom were serving time in Israeli prisons. It is noteworthy that he reportedly used banks in China to transfer funds.

Add that to the lawsuit, reported here last year, about the terrorist financing lawsuit filed in the United States, that alleges major Chinese banks are deeply involved in money laundering for Hamas.

Regarding that case, it has been reported that the Government of China has brought pressure upon Israel not to cooperate.

This is extremely disturbing, as it indicates that there is a factual basis for the suit, and that its disclosure will further erode the poor record of Chinese banks on AML/CFT issues.

How extensive is the role of Chinese banks in terrorist financing and money laundering for designated Middle East terrorist organizations, and should this not be grounds to raise Country Risk for China ?  Risk levels are already elevated, due to the generally uncontrolled activities of corrupt Chinese PEPs, who are able to move their ill-gotten gains overseas, into Western banks, with little interference from Chinese authorities.

Adding terrorist financing threats to the equation only makes transactions with Chinese banks more high-risk.

HAMAS IS RUNNING OUT OF CASH

FROM THE - JOURNALS of Monte Friesner – Criminal & Intelligence Analyst and Consulaire for WANTED SA   ~Contributed & Written by Kenneth Rijock ~

WHO WILL BE THE NEW SOURCE OF CASH FOR HAMAS ? JORDAN ?

The new military-run government in Egypt has destroyed or collapsed most of the smuggling tunnels that Hamas has been using covertly import contraband, including currency, into the Palestinian territory of Gaza.
Egypt is now considering the creation of an exclusion zone, or no man's land, on its frontier with Gaza, which will essentially be the end of the organized smuggling tunnels into Gaza.

The net result has been a major decline in both smuggled goods, as well as income that Hamas derives from the illicit commerce, in which all good are taxed. Bulk currency also cannot now discreetly enter Gaza.

Where will Hamas get the currency it needs to pay its huge number of governmental officials ? it already reportedly has had to reduce their monthly take-home pay. Where is this money to come from ?

We saw a possible answer today. Israeli news carried the story of a number of Palestinians in Jerusalem who were charged with operating a underground Hamas cell there. one of the defendants, who was also charged with money laundering for a terrorist organization, apparently funded the group's activities through merchants located in Jordan, who sent funds to Hamas agents in Jerusalem.

Logistically, Hamas could help finance its activities in Gaza through Jordan's legitimate international trade with the West Bank and Jerusalem.

How the cash would be transmitted thereafter into Gaza I would not venture a guess, except that bulk cash smuggling is generally difficult to stop, when there is a determined organization involved.

I wonder if any Jordanian banks have had new, and urgent, requests this week for large quantities of bulk cash, including US Dollars.

As an ally of the United States, and a country with low-levels of Country Risk, I am sure that there are a number of American banks who will ship bulk currency without question.

HAMAS HAS THE CONTROL OF THE MEDIAS.

FROM THE - JOURNALS of Monte Friesner – Criminal & Intelligence Analyst and Consulaire for WANTED SA ~ Contributed & Written by Kenneth Rijock.
HAMAS CLOSES DOWN MEDIA FOR REPORTING THAT EGYPTIAN MUSLIM BROTHERHOOD HAS RELOCATED TO GAZA

You can forget about getting any objective news from the Hamas-controlled Palestinian Territory of Gaza.
Hamas abruptly closed down both Al-Arabiya and Maan.
These two Middle East-based news services reported that agents of Egypt's Muslim Brotherhood, have fled to Gaza, and are running operations against the new military government in Cairo.
It seems that Hamas cannot handle the truth, when the truth hurts their image.

EGYPT REGIME CHANGE STOPS HAMAS MONEY LAUNDERING

FROM THE - JOURNALS of Monte Friesner – Criminal & Intelligence Analyst and Consulaire for WANTED SA ~ Contributed & Written by Kenneth Rijock

WITH THE REGIME CHANGE IN EGYPT, HAMAS NEEDS A NEW BULK CASH PIPELINE

Since the Army takeover in Egypt replaced a government dominated by the Muslim Brotherhood, Hamas has lost its most important ally. it has also lost most of its avenues for bringing in bulk cash.

Here's what's happened lately:

(1) Egypt closed the Rafah Crossing into Gaza last Friday. This was the primary entry point for bulk cash entering that territory.

(2) The Egyptian Army has destroyed or closed fifty of the tunnels used to smuggle arms and ammunition into Gaza from Sinai. Those tunnels have been employed in the past to smuggle in dollars.

(3) Three Hamas agents have been killed at the border with Gaza, and approximately 150 arrested by Egyptian forces, after Hamas obeyed a Muslim Brotherhood directive to engage the army in terrorist attacks.

Obviously, Hamas now needs a new route into Gaza for currency. Since neither the legal crossing from Egypt, nor most of the smuggling tunnels are available for that purpose, it requires a new avenue. Remember that when dealing with NGOs, charities that operate in the Gaza Strip, international bodies, and even United Nations agencies, as well as any organization that has the right to enter Gaza. Individuals at even the most altruistic nonprofit entity can be co-opted or corrupted as bulk cash smugglers. Watch for any new activity, such as unusually large currency exchanges, or cash withdrawals, by such entities.

Hamas needs to bring in cash, especially now that both Iran & the Muslim Brotherhood have apparently stopped assisting it in paying government salaries, and to fatten the pockets of its corrupt senior officials.
