IRAQ IS A CRIMINAL REGIME

RAISE COUNTRY RISK ON IRAQ TO UNACCEPTABLE LEVELS

We have previously warned compliance officers to be wary of any significant transactions with Iraq, due to the river of dollars flowing to Iran, from both Baghdad and the Kurdish Region, but several disturbing actions taken by the Iraqi Government this year, in my humble opinion, disqualify Iraq for client investment, or for any other financial intercourse.

The risk of loss, or of default, or of major domestic problems, is just too high at this time; it is like a ticking time bomb, waiting to go off.

 These issues include:

 (1) The Government of Iraq has, more or less, violated all nineteen points of the Erbil Agreement, which served to level the playing field for Sunni and Kurdish groups.

 (2) The de facto  alliance with Iran.

 (3) Iraq's failure to condemn the war crimes of the Assad regime in Syria.

 (4) Allowing Iranian aircraft to overfly Iraqi airspace, carrying troops and arms to Syria, and lying to  the United States about it.

 (5) Tacitly ignoring the attack on the MEK camp. I am no friend of the MEK, but that was  just plain assassination.

 (6) Stating publicly that it will assist Iran to develop its nuclear program.

 (7) Storing Syrian chemical weapons, to keep them out of the reach of UN inspectors.

If your bank is continuing to have exposure, due to dealing with Iran, its banks, or its businesses, you are taking a tremendous risk that things will ultimately result in a substantial loss.

SYRIA AND ITS CHEMICAL WEAPONS HAS ALLIES

IRAQ LINES UP WITH IRAN IN OPPOSING ANY ACTION AGAINST SYRIA DUE TO CHEMICAL WEAPONS ATTACKS
 
 
Iran's new foreign minister made Iraq his first stop on his initial trip abroad, and, in a joint press conference, his Iraqi counterpart, sitting beside him, bluntly stated that his country opposes any military response, due to Syria's use of outlawed chemical weapons.
 
I remind you that Iraq is deeply involved facilitating Iranian sanctions evasions, from accepting maritime shipments of goods in Iraqi ports, whose ultimate destination is Iran, to allowing overflights of Iraqi airspace of Iranian weapons-laden transports, bound for Damascus, to sending badly needed US currency, direct from Baghdad banks, to Tehran.
 
Is it not now time to impose civil penalties on Iraqi companies, and financial institutions, that assist in massive sanctions evasions ?
 
What is the US afraid of, the loss of an "ally" in the WMD program against Iran ? Iraq is already an ally of Iran.

AL- QAEDA IS MANUFACTURING A POISON GAS TO TARGET EUROPE AND NORTH AMERICA.

IRAQ SEIZES AL-QAEDA POISON GAS FACTORY THAT TARGETED THE WEST
Iraqi authorities, reportedly acting upon information received from foreign intelligence services, have seized a facility where Sarin and mustard gas were being manufactured, by Al-Qaeda in Iraq. Members of a five-man cell have been arrested, and equipment confiscated. Remote-control toy aircraft were also found at the site, and were intended to serve as delivery agents for the poison gas being manufactured.
The most disturbing aspect of the case was information that the proposed targets were located in Europe and North America, with the gas to be smuggled out of the Middle East, to the intended destinations. The manufacturing process was reportedly being carried out with technical assistance from another Al-Qaeda affiliate, but its identify was not publicly released.
Some of the equipment seized. Iraq's Ministry of Defense reported that there were two separate poison manufacturing sites, both located in Baghdad.  Will this new threat cause a delay by the United States in winding down the War on Terror ?

IRAN IS TRANSPORTING MISSILES AND WEAPONS THROUGH IRAQUI AIRSPACE

RAISE COUNTRY RISK ON IRAQ (AGAIN)
The attack, by Israel, on a warehouse full of advanced Iranian missiles, at Damascus International Airport, means only one thing: These arms were transported from Iran, through Iraqi airspace, with the express consent and approval of the Government of Iraq. In plain English, Iraq doesn't give a tinker's damn what the West thinks about its complicity regarding Iranian support of the regime side in the Syrian civil war.

The Syrian conflict is in danger of expanding; two Israeli attacks, within Syrian territory in the same week, underscores the clear and present danger. When one adds the rampant corruption, the ever-increasing bombings of both Sunnis and Shiites by their perceived enemies and opponents, the overt Kurdish facilitation of Iranian sanctions evasion, and the general feeling that Iraqi society is careening out of control lately, compliance officers candidly have no other choice but to raise Country Risk on Iraq forthwith.

Any bank client, or bank, that is planning on participating in the Iraqi financial structure or economy should be prepared to lose its entire investment; Any other conclusion, for risk management purposes, ignores the reality on the ground.

WHY ARE ALL THOSE IRANIAN VESSELS ARRIVING IN IRAQ ?



If you paid attention in geography class, you know that Iraq and Iran share a long common frontier. Therefore, why are twelve of the twenty arriving vessels tied up in Iraqi ports listed as Iranian ships ? They certainly do not need this kind of maritime commerce and the two countries enjoy extensive connecting motorways. The answer will probably be of interest to you, because it does involve risk of sanctions violations on your part.
It is suggested that, if you are funding shipments to Iraq, whether your clients are selling goods there, or you are financing exports to Iraq, that you obtain notarised End User Certificates, attesting to the identity of the actual recipient of the products. To do otherwise may be later interpreted by regulators to mean that your compliance with Iran sanctions regulations was less than adequate. Avoid the fines & penalties by keeping your clients honest; are the goods actually ending up in Iraq, or elsewhere ?
