SYRIA AND ITS CHEMICAL WEAPONS HAS ALLIES

IRAQ LINES UP WITH IRAN IN OPPOSING ANY ACTION AGAINST SYRIA DUE TO CHEMICAL WEAPONS ATTACKS
 
 
Iran's new foreign minister made Iraq his first stop on his initial trip abroad, and, in a joint press conference, his Iraqi counterpart, sitting beside him, bluntly stated that his country opposes any military response, due to Syria's use of outlawed chemical weapons.
 
I remind you that Iraq is deeply involved facilitating Iranian sanctions evasions, from accepting maritime shipments of goods in Iraqi ports, whose ultimate destination is Iran, to allowing overflights of Iraqi airspace of Iranian weapons-laden transports, bound for Damascus, to sending badly needed US currency, direct from Baghdad banks, to Tehran.
 
Is it not now time to impose civil penalties on Iraqi companies, and financial institutions, that assist in massive sanctions evasions ?
 
What is the US afraid of, the loss of an "ally" in the WMD program against Iran ? Iraq is already an ally of Iran.

U.S.A. MONITORING SYRIA CITIZENS BANK ACCOUNTS

HAVE YOU RECEIVED ANY FBI ADMINISTRATIVE SUBPOENAS FOR BANK CLIENTS OF SYRIAN EXTRACTION?

A recent report stated that US residents of Syrian extraction or nationality are being monitored by the Federal Bureau of Investigation (FBI), as potential threats of terrorist acts in the United States.
 
This program is based upon the premise that the United States will attack military targets in Syria, due to the furor over chemical weapons deployment of the Assad regime.
 
Apparently, Iraqi nationals in America were monitored by the FBI during the second Gulf War, due to fears that they might institute attacks in the US.
 
You may receive FBI Administrative Subpoenas for information on Syrian clients of your bank.

SYRIA USE THE THIRD COUNTRIES TO OBTAIN U.S. DOLLARS,

DO NOT FACILITATE MASSIVE SYRIAN MOVE TO DOLLARS 
The recent penalties announced by the Government of Syria, against the posting of prices for retail sales of goods in foreign currencies, should cause us to remember that the US Dollar has become the preferred currency, as a hedge against rampant inflation, and that the demand for dollars is extremely high, as the Syrian Pound continues to lose value.
The widespread sanctions against all sectors of the Syrian Government, and the domestic economy, poses a threat to international banks whose clients may be obtaining US Dollar banknotes, for ostensibly legal transactions with non-sanctioned jurisdictions, and then covertly transferring the currency to Syrian clients, through third countries.
If you have bank clients with a history of trading with Syrian companies, or who are Syrian expats, it may be prudent to obtain your own version of  an "end user certificate," to ensure that your have done all that can be done to prevent those dollars from ending up in the hands of sanctioned parties or entities in Syria.
You may wish to decline any substantial request for dollars, if you believe that the cash could end up in Damascus.

SYRIA ATTACKS LEBANON AND INCREASE COUNTRY RISK.

OMINOUS SIGNS FROM LEBANON INCREASE COUNTRY RISK

The Syrian helicopter and rocket attack on the Lebanese town of Hermel, when coupled with the deaths of three Lebanese soldiers serving on the frontier east of that village, means that, slowly but surely, the Syrian civil war is coming to Lebanon, which would raise Country Risk to unacceptable levels.
Add to this the statement, by the United Nations High Commissioner for Refugees (UNHCR) that refugee camps for displaced Syrian civilians will be set up in Lebanon, and there exists a clear and present danger that the Syrian conflict will spill over into Lebanese territory.
The caps could become bases from which the Syrian Opposition could recruit fighters, and even launch raids into Syria, which would invite cross-border retaliation.
Hezbollah has strongly opposed the establishment of these camps, which will place Sunni Syrians in the midst of the regions of Lebanon populated by Shiites, North Lebanon and the Bekaa Valley.
The UN would have to provide security for the refugees, meaning that foreign troops could be based in those camps.
The possibility of widespread destabilization in Lebanon, due to the risk factors increased as the result of the ongoing Syrian civil war, cannot be underestimated.
It is strongly suggested that you reduce whatever financial risk you, or your bank clients, have in Lebanon, sooner rather than later, and that you bar any new exposure or investment, so long as the Syrian conflict continues.

PANAMA PRESIDENT EXPANDS MONKEY MAFIA.

PANAMANIAN MINISTERIAL APPOINTMENTS AFFECT COUNTRY RISK

Though he will be leaving office shortly, in 2014, Panama's President Ricardo Martinelli has recently made several ministerial appointments, some for terms as long as seven years.
What he has done is more than just assure that his policies and programmes survive into the next president's administration; it is something far more disturbing.
Some of the newly appointed cabinet ministers are linked to Panama's powerful Syrian organized crime group.
This criminal organization has successfully placed its members into every government agency and department in the Republic of Panama, where they act as an early-warning system for exposure of the group's corrupt activities, and easily derail any and all enquiries into their associates' crimes.
 A number of these new ministers, who wield a substantial amount of authority in their respective agencies and ministries, will therefore be able to perpetuate the widespread corruption that currently exists in Panama; reform by the incoming administration will be frustrated, and Country Risk will remain at elevated levels for the foreseeable future.

SYRIAN AND LEBANESE NATIONALS LINKED TO AL QAEDA

ARRESTS SPOTLIGHT LEBANON'S LINKS TO AL-QAEDA
This week, Lebanese authorities reported that they had arrest four Syrian and Lebanese nationals, with an affiliation to Al-Qaeda. Apparently there are other individuals not yet in custody, that are being sought, in connection with this terrorist cell.

They had also confiscated a quantity of explosives and detonators. The ties to Al-Qaeda are extremely disturbing, and should serve to elevate awareness to the risks of terrorist financing, in Lebanon, not connected to Hezbollah, but to cells affiliated with other Specially Designated Global Terrorist (SDGT) groups. Do not ignore suspicious transactions into Lebanese banks merely because they are not specifically connected to Hezbollah; the payments may be in providing material support to another terrorist organisation.

~ IRAQI COOPERATION WITH IRAN WILL APPROACH A LEVEL OF COUNTRY RISK ~

 YET ANOTHER INDICATOR FOR RAISING COUNTRY RISK ON IRAQ
Just when you think the country risk situation in Iraq could not get any worse, it does. An Iraqi Shiite fighter, killed in the Syrian civil war, was repatriated through Iran, and buried in Basra, as seen in the photograph above. Apparently there are a number of Iraqis engaged in Syria, in support of the Assad regime. The fact that Iran was involved in the return home of the body seems to confirm reports that it is coordinating the placement of foreign fighters in the Syrian civil war.

If Iraq continues to demonstrate its cooperating role with Iran, whether through permitting Iraqis to participate in the Syrian conflict, on the side of the regime, in assisting Iran to evade global sanctions, or by allowing arms to overfly Iraqi airspace, en route to Damascus, it will soon approach a level of Country Risk, in 2013, that will disqualify it for any foreign investment, or financial relationship that involves the extension of credit. If it draws any significant Iran sanctions violations, that will be the last straw.

LEBANON DRAGGED INTO SYRIA CIVIL WAR

WILL ISRAELI ATTACK ON SYRIAN MISSILES BOUND FOR HEZBOLLAH AFFECT COUNTRY FOR FOR LEBANON ?
The Israeli Air Force has reportedly attacked a convoy traveling to Lebanon, inside Syria, believe to be transporting either surface-to-air missiles, or long-range missiles, destined for Hezbollah. This is not the first such attack, conducted by Israel, and within Syrian territory, to prevent Hezbollah from acquiring missiles that present a clear and danger to Israel, or its armed forces. It is undetermined whether the attack was launched from Lebanese airspace, but there was a huge amount of Israeli Air Force traffic in the region at the time, according to Lebanese sources. 

The question is whether this incident will further destabilise Lebanese internal politics, by provoking a domestic Lebanese reaction against Hezbollah, and its pro-regime role in Syria. Tempers remain extremely high amongst those political parties who see Hezbollah as dragging Lebanon into another conflict with Israel, and one in which war damage will not be limited to the Shiite-controlled south, but country-wide, including the downtown Beirut business and financial district, according to warnings issued by the Government of Israel.

For that reason, you may want to take another hard look at your assessment of Country Risk for Lebanon, and make adjustments accordingly.
